Answer

The family seating provision in the FAA Extension, Safety, and Security Act of 2016 directs the U.S. Department of Transportation to review U.S. airlines family seating policies and, if appropriate, establish a policy requiring U.S. airlines to establish policies that enable a child to be seated next to an accompanying family member over the age of 13 to the maximum extent practicable.  A DOT review of airlines policies is underway.
