Here are some common sources for government publications that aren't available through the NTL Digital Collection or TRID database.

National Technical Information Service (NTIS):
Serves as the largest central resource for government-funded scientific, technical, engineering, and business related information available today.

GPO Bookstore:
Official online bookstore for U.S. Government publications for purchase from the U.S. Government Printing Office.

Federal Depository Libraries:
Provide local, no-fee access to Federal publications and other information products.

Another option is to talk to your librarian about borrowing a copy of the publication via interlibrary loan.
