Are there earmarks in the stimulus bill?

There are no earmarks in the American Recovery and Reinvestment Act.

The money is provided to states and local agencies to be spent quickly, efficiently, and strategically; that's why eligible highway projects, for example, must be part of a Transportation Improvement Program. The President's opposition to placing earmarks in the Recovery Act was consistent from the beginning to the end of the process.
