Q. Don't airlines have to file tariffs with the US DOT?


According to the US DOT Aviation Consumer Protection Division:

U.S. air carriers, and most foreign air carriers, are no longer required to file tariffs with the Department of Transportation.  Instead, each airline maintains its own Contract of Carriage, sometimes called Conditions of Carriage.
