It would seem that the National Highway Traffic Safety Administration is the Operating Administration within the United States Department of Transportation that is most closely associated with this issue.

We have also discovered that in many cases, the states themselves make the final decision as to whether or not the school busses in their states should have seat belts installed.  You may wish to reach out locally to see how the situation is addressed in your area.
