Q. Handicapped Parking Placards and Foreign Visitors to the US
According to our own research and the US Department of Justice ADA information line, policies for disabled parking placards and foreign visitors are set by the states, rather than the federal government. You would have to contact the Department of Motor Vehicles in each state to get a permit, or find out if one is required. You may be able to find this information on the state's web site, or you may have to contact them directly. Here is one example:

Q: Can out-of-state visitors use their accessible parking placard here in Texas? What about their accessible parking license plates?
A: Yes, out-of-state visitors may use their accessible parking placard and/or license plates while they are here, as long as the placard is current. Texas grants reciprocity to accessible parking registration issued by other states and foreign countries.
